Issue Summary

Roles: Velocity Trend and Estimation Trend report trow permission error when toggle for the report is enabled only at one level

Steps to Reproduce

1. Login.
2. Create Role.
3. Expand all Role sections and search for Velocity Trend. Disabled it in all sections except one.
4. Search for Estimation Trend. Disabled it in all sections except one.
5. Login as a User with this custom role and try to access Velocity Trend and Estimation Trend.

Expected Results

The report is loaded.

Actual Results

''You need moe access" error appears

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
