[JIRAALIGN-1083] ROAM Report - Capture doesn't accommodate scrolling

Issue Summary

When taking a Capture of the Risk Roam Report page, if any panel has more results than fit in the panel - they are cut off, whereas in the actual page, the user can scroll the results.

Steps to Reproduce

1. Navigate to the Risk ROAM report.
2. In my reproducer, I selected AgileCraft Core as the Program in the tier 1 menu and used the following PI's: Hardkiss, GNR, Leo Release Test, PI Date Test
3. Take a capture by clicking the camera icon in the upper right corner of the page.

Expected Results

When taking a capture, the entire report should visible in the image file.

Actual Results

The Panel is 'frozen' in that the user cannot scroll up and down to see the entire list of results. In the capture attached below, the OWNED panel is affected. There are 8 total issues in the panel, but you can only see 5 of them at any time without having to take multiple captures.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
