Filtering by custom fields on grids does not work

      Issue Summary

      Currently cannot filter by grid on any grid, except Themes. This renders the custom field useless for much of the reporting I am doing. 

      Steps to Reproduce

      1. Go to any Feature, Epic, Story, Task, Defect grid
      1. Cannot filter by custom field

      Expected Results

      Can filter by custom field like I can on Themes grid & backlogs

      Actual Results

      Does not filter on Feature, Task, Epic, Story, or Defect grid

      Workaround

      Exporting work items and manually filtering
