[JIRAALIGN-1041] Search does not work with Spanish Characters

Issue Summary

With English OS, Browser, Keyboard, searching for a Theme with a Spanish character does not find the Theme.
Reproduces on bimodalinternal

Steps to Reproduce

1) Create a theme and title it "Comité Mediana y Negocios"
2) Using the Magnifying Glass on the uppermost menu bar, search for "Comité Mediana y Negocios"

Expected Results

search results contain your newly created theme

Actual Results

Theme is not found in the search results

Workaround

The theme can be found by typing in the work item number, preceded by the pound sign or by searching using any of the words that do not contain Spanish Characters.
