[JIRAALIGN-1033] FEATURE SPLIT - Duplicate split records created with duplicate Jira ID and different PIs

Issue Summary

Sometimes, a newly created Jira Align work item integrated with Jira leads to creating a duplicate in Jira Align. We also have noticed this issue when integrated work items are split.

Steps to Reproduce

1. Step 1 - Create a new work item in JA or split a work item in JA that is integrated with Jira

Expected Results

A single corresponding issue in Jira would be created.

Actual Results

1. The issue in Jira is created
2. The creation of the issue in Jira leads to the creation of a duplicate work item in Jira Align (JA)
3. There are now 2 JA work items associated with one Jira Issue
4. It appears that Jira is sending an API response to JA that a new issue is created before it sends the response to JA that the associated issue was created (Jira) which leads to the duplicate.

Workaround

No workaround this is an edge case that happens every so once and a while.
