Issue Summary

More specifically, a PM role with "Agile Objects" permission toggled to off, is unable to Estimate Features as the menu item in "More Actions" is not listed.

Steps to Reproduce

1. Select a PM role and toggle "Agile Objects" to off
2. Go to go to Portfolio/Epics/Estimation, there should be an option under More Actions for Estimate Features

Expected Results

Any role with the ability to "Save work item" should also have the ability to Estimate. It should not be tied to the "Agile Objects" toggle

Actual Results

No Estimation option is available from the More Actions menu
