Issue Summary

The Capabilities tab in ImportObjectsTemplate.xls is outdated, and when used leads to field mismatch and misleading error messages to end-users.
The template ImportObjectsTemplate.xls is clearly outdated if we compare it with exportCapabilities.xls version of the same file, obtained by exporting currently existing Capabilities.

Steps to Reproduce

1. Browse to Capabilities page
2. Click More Actions button, then select Import
3. Click Download Template button.
   It will download the following file:
   https://<instance-name>/Templates/ImportObjectsTemplate.xls
4. Open it in Excel and browse to Capabilities tab
5. Fill in all fields (not only the mandatory ones) with relevant data
6. Attempt to import the file on same page
7. Notice the error messages

To compare:

1. Browse to Capabilities page
2. Filter to show a small set of Capabilities
3. Click More Actions button, then select Export
4. Open the downloaded file in Excel and browse to Capabilities tab
5. Compare the tab structure with the same tab in the Template file
6. Notice the differences in the placement of the fields as well on its titles

Expected Results

The template ImportObjectsTemplate.xls should be consistent with the exported version and should not present any importing error when correctly filled up.

Actual Results

Errors are thrown when Import is evaluating the provided data.

Workaround

The end-user must download existing Capabilities then use the downloaded file to import new or updated data.
