Currently, only the org-admin can create and manage the Service account now.
However, there is a case where the user has tons of Service accounts, such as subscribing to the Enterprise plan, which are sometimes significantly harder to manage with only org-admin.

It would be nice to have a feature where we have a setting , which grants the creation and management permissions to admins except for org-admin.
