User management default "Active" filter causes confusion

      Users do not realise that when they access their oganisation's user management, there is a default filter enabled so that only Active users appear:
      https://admin.atlassian.com/o/<org id>/users?status=ACTIVE

      This can compound confusion caused by generic invite error messages (tracked separately, here: ID-8157 – Tracking confusion around invite error messages).
