Allow time and date format to be on an Atlassian Account level

      Issue summary

      Problem with current behavior

      1. Users could be from different parts of the world who might want or be used to different time/date formats.
        • m/d/y
        • d/m/y
      2. And only the product admin is able to change the date format, which would be applied to all users who use the product.

      Suggested behavior

      1. Allow the time and date formats to be set in the account level, similar to how users can set their time zones.
      2. This will benefit users who are from a different region, allowing them to view time/date in a format that's more accurate to their region.
      3. It will also benefit users who have access to more than one site/product, instead of having the time/date appearing differently on different places.
