Description
Problem Statement:
On open instances where anyone can join, create and comment on issues/pages, there's no way for admins or other members to report a user as spammy so that it can be investigated and have the Atlassian Account blocked if needed. Currently, once an admin is aware of this, they can deactivate the user on their instance but it doesn't avoid such a user to keep spamming other open instances.
Suggested Solution:
Add the ability to report users as "spammy" or "abusive" so their Atlassian Account can be reviewed.
