Allow org admins to control profile settings

      Issue Summary

      Currently, the org admins would not be able to control the profile settings such as Full Name, Public Name, Organization and the view options. It is controlled by the user. 

      Specifically with regards to the Public Name, the name is set to be visible by everyone when accessed to the page https://sitename.atlassian.net/ViewUserHover.jspa?username= which also displays the current status of the user whether the user is active/inactive. 

      Expected Results

      There should be control on the "Public name" as well and over all profile settings permission control should be with the org admin. 

      Workaround

      Currently there is no known workaround for this behavior.
