Problem Definition
Currently by default when the site admin enables the option to add users via the self-signup feature i.e Anyone with one of the following email address domains can join, the site admin gets email notification by default for all the new users created which is working as expected.
Once the above feature is enabled, notification about new users is checked and greyed out. The customer wants this feature to be available so that he can uncheck the option in notification about new users and hence get no notification when the users are added using the self-signup option

To enable the Notification about new users in site access when self-signup feature i.e Anyone with one of the following email address domains can join is selected.
