Users are being defaulted to land in JIRA, regardless of whether they have access or not

      Regression: Instance with JIRA and Confluence previously directed a user with Confluence-only permissions to wiki/dashboard.action

      Current behaviour: User is defaulted to the JIRA dashboard and needs to navigate manually.

      Fix: user should be defaulted to an application they actually have access to.

      Another possible fix suggested was to introduce the ability to set the starting application for each users.
