Identity API does not prevent creating users with duplicate email addresses

      Summary

      If you create a user via the UI it's not possible to create a user with the same email address as an existing user. If you create a user via the REST API (for example by using the csv importer) then you can easily create a user with the same email address as an existing user.

      Suggested Solution

      Validate the API call to ensure that no users already exist with that email address. If they do then reject the user creation.
