      We have duplicated keys (with different location) in DB.

      We should perform check, remove duplicates and do not allow to import duplicates any more (language pack import).

      The problem is that IPT (and JIRA) cannot handle the same key duplicated across different locations. We should stick to this rule and do not allow for duplicates.
      It is also very painful to handle duplicates on our side. For example currently we have an issue with language pack import summary:

      2332 TRANS SUPPLIED, 3 Accepted, 2366 Added (not accepted)

      The sum of accepted and not accepted should equal to supplied but is greater.
