For Russian language the date of the issues is displayed incorrect

      Summary

      For Russian language, the fields for the created date and updated date of an issue are not showing the correct date when hovering over it.

      Environment

      Jira Cloud

      Steps to Reproduce

      1. Go to Your Profile name.atlassian.net/secure/ViewProfile.jspa
      2. Edit Preference
      3. Select language Russian and Update
      4. Open an issue
      5. Hover over the field that shows the created/updated date of the issue.

      Expected Results

      The date and time of the created/updated issue is shown correctly.

      Actual Results

      The date and time is not shown in the correct format. See below:
