Support for "delivered" and "read" notifications on desktop and mobile

All next generation chat apps (whatsapp, facebook messenger, iMessage, etc.) let you know when a message has been delivered to the end user and when the end user reads the message.

This makes communication more reliable and effective. In order for hipchat to become a better chat alternative to these apps it must support this feature.
