      As an administrator, I want to control license seats and/or login permissions based on user group(s) so that only those users that have logged in will count as active/licensed.

      Problem Definition

      Currently, HipChat is licensed such that any users that could log into your Server/Group take up a seat on your license, regardless of whether or not they ever have or ever will use the service.

      Suggested Solution

      Create roles/permissions, assignable to users and/or user groups, to dictate which users can log into the system and will count against a license.

      This is the way JIRA Server handles user management - by default a 'jira-users' group exists in the system and can be used to determine which users can log in and will take up a seat.

      Workaround

      For external directory integrations, except for Crowd or JIRA, you can limit users with LDAP filters. For internal users, you can disable users.
      Disabling users causes any Rooms they own to be given over to the 'Owner' user for the HipChat Server/Group.
