      User upload file with special character e.g äō then copying the link to browser will cause an Acess denied error.

      Environment

      • OSX 10.10.5
      • On Mac 4.0.3(539) upload and copy the link, paste it on Chrome or Safari give an error Access denied.
      • On Safari upload and copy the link, paste it on Chrome or Safari give an error Access denied.

      Step to reproduce

      1. Upload an image file that has been rename with special character e.g äō.png
      2. Right click and copy the image link
      3. Paste it on Safari or Chrome and user will get Access denied error
      4. click directly on the link will open the image without any error

      Expected Results

      Copying the link to browser won't have any error

      Actual Results

      Copying the link to browser will give user an Access denied error

      Workaround

      1. Rename the file name to a normal character.
