Issue Summary:

ProForms download shouldn't be affected by the workflow properties " jira.issue.editable"

Steps to Reproduce

1. Navigate to any project > Project settings > workflows
2. Edit the workflow to restrict editing on any particular status(for example: Done/closed)

   jira.issue. editable Value: true, false

   The step property that restricts field editing and sub-tasks creation in issues.

3. Now, one the issue is moved to the Done status try to download the ProForma form.

Expected Results

The ProForma form download should work as expected as the user is not editing the issue

Actual Results

The form download fails and not error gets displayed

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
