If a group is not added to the Admin project role, the user ( who is Project Admin ) will not have access to the forms.

Any user with the Project Admin permission should have access to Forms. This shouldn’t be reliant on the project role.

This enhancement request is to grant the Project Administrator permission to have access to Proforma Forms by default or add an additional permission for Proforma Forms to the permission scheme and not have this based on project role.
