Ability to restrict the Download formats of the Proforma forms in the issue view screen

This is reproducible on Data Center: yes

Steps to Reproduce

1. Currently it's possible to download the Proform forms in the issue view screen using the following 3 options:
   1. Download PDF
   2. Download Rich PDF
   3. Download XLSX
      

Suggestion:

we need the ability to restrict to have only download option example : (allow only "Rich PDF download" option) and also add the ability to have a warning/announcement to the options provided such as confidentiality agreement while downloading the Forms.
