ProForma forms are currently not available to anonymous users on the portal and this is clearly stated in the documentation: Publishing ProForma forms to the portal

ProForma forms are not available to anonymous users on the portal. To view and fill the ProForma forms when they raise requests, customers must be logged in.

It would be good to include this functionality as there are some use case.
