Issue Summary

This is reproducible on Data Center: yes. (Tested in Proforma 8.5.4)

Issue Forms page will not load while on any Project's Board, it will open a blank screen.

Steps to Reproduce

1. Open any Kaban/Scrum board
2. Click on the Issue forms button 
   

Expected Results

The Issue forms page will load normally without any issues.

Actual Results

We will only see a blank screen:

The below exception is thrown in the console tab log file:

issue-create:6 Uncaught TypeError: Cannot read properties of undefined (reading 'ui-user')     at issue-create:6:36  

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
