Add a Global Scheduler

      There are various existing and requested features in FE & Crucible that would benefit from quartz or equivilent. Digest emails, backups, notifications, workflow sweepers and it would be an obvious plugin point as well.

      This is a parent task, related tasks will include:

      • Implement common scheduler
      • Admin pages
      • Retrofit existing fuctionality
      • Implement at least one new feature (FE-144 for instance)
      • Add plugin point, document and implement a sample plugin.
