Description

There are various existing and requested features in FE & Crucible that would benefit from quartz or equivilent. Digest emails, backups, notifications, workflow sweepers and it would be an obvious plugin point as well.

This is a parent task, related tasks will include:

Implement common scheduler
Admin pages
Retrofit existing fuctionality
Implement at least one new feature (~~FE-144~~ for instance)
Add plugin point, document and implement a sample plugin.
