Email digest improvements

      Currently you have the option of receiving (watch) emails immediately or as a daily digest. Various improvements are needed:

      Basics:

      • Move the timing selection from the "watch" tab of profile to the "email" tab
      • Add an hourly digest option

      Stretch:

      • Allow the user to set the time of day for the daily digest
      • Make these digest settings affect Crucible email (CRUC-263)
