Stop/Start All Repositories within WebUI

In some rare cases, all Repositories will be stopped in the process of upgrading, after which you can either manually start them 1 at a time or potentially write a multiple step API script to Start them. This would be much easier if there was a Start/Stop All button that you could use and then simply adjust a few repos as necessary afterward.
