Add a link to include/exclude and patterns CAC page

Problem Definition

The "Include/Exclude Paths" section (both repository defaults and individual repository) can be very confusing when it comes to getting the correct patterns defined for indexing and can lead to "missing revisions" or "excluded files" errors in the logs.

Suggested Solution

Have a link to the CAC guides from the application "Include/Exclude Paths" screens :
