JIRA allows users to be deactivated / disabled which removes them from the JIRA license count. When FishEye uses JIRA as a user server, the deactivated users aren't allowed to log in but they still appear in the user list and thus count against the license seat count.

Workaround: Remove the user from the groups being synched.
