It would be great if it were possible to:

Create a scheduled downtime banner/message on all pages, not only to have a plain text message in the front page.
Send this scheduled downtime notification to all users, or to specific users, or to a mail list (probable issues related to having a mail list: ~~FE-663~~, CRUC-1625).

FE-663 Allow emails to be customized per a repository or by group, so that different development groups will recieve different emails.
