Allow Mailer to have a configurable connection and socket timeout when sending email

      FishEye/Crucible does not suddenly stop sending email:

      According to the log, after sending the email notification on 2013-02-27 15:28:48,560, FishEye try to send another email. However, there is no reply after the dot and the notification thread hang waiting for the reply.
