HG: DvcsFileHistory.resolveRevisionFromString needs checking for branch and tag names and best on branch

    Description

      HG/Git: In FE, doing diff between revs of a file - if click on another file in left navbar who doesn't have same revisions, gets exception.

      We need some sort of closest by date on branch matching to fix this.
