Forge apps cannot be added to sandbox site for free even when they are already added to production site

      Issue Summary

      When customers try to add an app developed with the Forge framework to a sandbox site(via Marketplace) that has already been added to the production site, they don't see the "Add to sandbox" option. Instead, they can only add a trial version and after the trial ends payment is needed to continue using the app in the sandbox.

      This only applied to Forge-based apps, Connect-based apps do get the "Add to sandbox" option and can be used for free in the sandbox as long as they are installed in the production site as well.

      Steps to Reproduce

      1. Install any forge app to a production site - Ex. Automation Buttons for Jira
      2. Open the sandbox site and go "Find new apps" and try to add the same app.
      3. Observer that you get only the "Free Trial" button.

      Expected Results

      Customers should see the "Add to Sandbox" button when trying to add the app to the sandbox site.

      Actual Results

      We only see the "Free Trial" option.

      Workaround

      Currently, there is no known workaround for this behaviour. A workaround will be added here when available
