Connect on forge apps installed with no current connect installation will not persist previous region

      Issue Summary

      When a Connect-on-Forge app is installed to a tenant without the corresponding Connect app being installed, the app region defaults to the tenant's region rather than the persisted region from previous Connect-on-Forge installations.

      Steps to Reproduce

      1. Tenant region: US
      1. Connect app installed → pinned to US
      1. Connect-on-forge app installed → pinned to US
      1. Tenant region changed: AU, connect on forge app remains in US
      1. Connect-on-forge app uninstalled and reinstalled

      Expected Results

      Connect-on-forge app installed in US

      Actual Results

      Connect-on-forge app installed in AU
