Currently, it's not possible to check the license status of the app before the scheduled trigger is invoked.

It's possible to not execute actions (functions) based on the app's license status; however, it will require the trigger, and it counts towards Forge Quotas and limits. https://developer.atlassian.com/platform/forge/platform-quotas-and-limits/

Adding this feature would help many partners to better control the behaviour of unlicensed apps' installations, as well as comply with Atlassian's quotas and limits for Forge.
