Allow users without "Edit Issue" permission to enable/disable jira:issuePanel module

      Currently, only users with "Edit Issue" permission can see the app button presented at the top to enable a  jira:issuePanel module provided by the app.

       

      Without "Edit Issue" permission, users are unable to enable the panel. It'd be good allow users with only "view" permission to allow enabling / disabling Jira issue Panel and let app developers define the permission requirement using displayConditions.

            2ed764d1efd7  Thanks for your support. When someone developed issue:panel forge app why users needs edit issue permission for to use this app? This is not to be must!! Please fix this problem!! and also in the manifest file for example:

            large
