Currently, only users with "Edit Issue" permission can see the app button presented at the top to enable a  jira:issuePanel module provided by the app.

 

Without "Edit Issue" permission, users are unable to enable the panel. It'd be good allow users with only "view" permission to allow enabling / disabling Jira issue Panel and let app developers define the permission requirement using displayConditions.
