Increase limits of Bulk set issue properties by issue endpoint.  Currently, the limit is 10 and we have scenarios with some of our key customers where they may have several hundred entity properties per Issue, each one representing a unique key. 

Also,  currently only up to 100 issues can be specified at a time.  We have customers with tens of thousands of Issues with large number of entity properties.
