Uninstall hook should be sent to bitbucket connect apps when user workspaces are deleted because the account is not recoverable

If an Atlassian User account is not recoverable there is nothing to let BitBucket connect apps know that the installation in this user workspace is no longer existing.
This leads to incorrect data for the vendor of this app for example installation records of installs that are no longer valid.
this could be prevented if we send an uninstall hook when the associated account is no longer recoverable.
