Issue Summary

When a user-installed Connected App has its sharing policy disabled by the creator of the app/integration after its installation, an administrator can't uninstall it.

Expected Results

An Administrator should be able to uninstall all Connected Apps under the Admin Panel

Actual Results

The uninstall process is not completely finished

Steps to Reproduce

1. Access the Admin Panel;
2. Go to Connected apps and filter by User installed apps;
3. Select Manage and click Uninstall.

Workaround

This issue only affects the privately disturbed Forge app. The site admin can request the app owner to temporary change it to public and uninstall it.
