Issue Summary
As a Forge developer, I would like certain components to be sticky to the page.
When working with Custom UI, some pages would be more intuitive if UI Components could be defined as sticky, for example headers and footers in the Global Page or Admin Page modules.
Currently Custom UI modules have a scroll bar forced on the outside of the page which inhibits the ability to create sticky sections.
