When trying to develop a Forge app with the  jira:issuePanel module, users trying to add an issue panel to an issue they do not have permission to edit does not return any meaningful error or logs. The button just won't work. 

This can lead to confusion and frustration, as users may not understand why the action cannot be completed or what steps to take next.

It would be good to either show a meaningful error message for this or just completely hide the button for those with no Edit Permission.
