Context

We're developing several Forge applications including some jira:issuePanel
For every issue where such application should be added, an user action is required to press the application button at the top.

Expectation
Provide a configuration whether selected applications could be automatically added to every (existing+new) issues. That likely needs refinement to make this configurable per project and/or issue-type at least.
