Ability to test evaluation of license state in Forge apps

Today, Connect apps can distribute a private version of their app and utilise cloud access tokens to evaluate license state within their app prior to updating a production equivalent.

To achieve a similar outcome, Forge apps must mock license state within their app to evaluate and test whether licenses are evaluated correctly.

This suggestion proposes a capability akin to the license state selector available via access tokens for Forge apps, so that they can more confidently evaluate license state in all of their components and modules.
