Issue Summary

The Forge Jira:command module when the page is reloaded or visited for the first time, the shortcut/keywords are not working and take around 15-20 seconds to load sometimes.

Steps to Reproduce

1. Create a Forge app with Jira:command module and install on a cloud site.
2. Open the command palette and search with keyword defined in Forge manifest.
3. Refresh the page and repeat step 2

Expected Results

Command palette to shows Forge functionality related to keyword.

Actual Results

Sometimes after the page refresh, the command palette does not show Forge functionality while searching with keyword.

Workaround

Wait for 15-20 seconds and then once again search with keyword and it will show the Forge functionality.
