Issue Summary:

In order for a Forge devops:securityInfoProvider  app to be able to submit IDs for linked workspaces using https://developer.atlassian.com/cloud/jira/software/rest/api-group-security-information/#api-rest-security-1-0-linkedworkspaces-bulk-post the app must have a valid Connect app key.

Otherwise the request to submit linked workspaces will seem to succeed, but those workspaces will not be visible in the Jira UI.

Steps to Reproduce

1. Create a Forge app with a valid devops:securityInfoProvider module
2. Create a jira:adminPage module that sets the is-configured app property correctly.
3. Submit some security workspace IDs to Jira

Expected Results

Jira calls back to the app to get the names of those workspaces, and the workspaces appear in the Jira UI.

Actual Results

Jira does not call back to the app, and the workspaces do not appear.

Workaround

Define a Connect app key for the app, even if the app has no Connect modules.
