Issue Summary

When we try to fetch Jira issue details from Jira DC, ROVO agents/chat are not able to find the issue. From our investigation, user keeps dropping oauth and our service cannot get token from outbound auth anymore. Once user reauth, we can see query works successfully. Need outbound auth team to look at why oauth token keeps dropping for a given user. Details are attached in comment. 

Steps to Reproduce

1. Create an agent 
2. In its knowledge set "Jira DC"
3. Now try to fetch details of any ticket from Jira DC using Issue link (not just key)

Expected Results

• The issue should be found and details should be fetched.

  Actual Results

ROVO fails to find the issue even when it is indexed.

Workaround

User can query the ticket successfully if they reauth (revoke and oauth again). See video 4 in https://atlassiansupport.atlassian.net/browse/CES-135843?focusedCommentId=60368981

Note only issue is supported right now. Epics are not supported.
