Ability to query custom Rovo Agent through MCP

      Summary

      Currently MCP has the capability of connecting Atlassian products with external systems and AI agents, but not to register or query arbitrary custom Rovo agents directly as the feature is not exposed for such capability.

      Suggestion

      Provide the ability to register and query custom Rovo agents through MCP.
