Allow multiple admin accounts to manage a single 3LO (OAuth 2.0) app in the Atlassian Developer Console, similar to the contributor management available for Forge apps.

This request is to extend the “developer space plus contributors” or an equivalent multi‑user management model to OAuth 2.0 apps in the Atlassian Developer Console, so that multiple admins or contributors can be explicitly added to an existing 3LO app, app management is resilient to personnel changes, and ownership and responsibilities are visible at the team level instead of being tied only to a single user.
