Partner has a Forge app rendered as a Jira project page in the project sidebar. By default, the app’s entry is hidden under the “More” menu and can only be promoted via manual drag & drop in each project/board.

They want a way (via Forge manifest and/or admin config) to define the default placement and visibility of the app’s project sidebar entry so that it:

• appears directly in the primary project sidebar, not under “More”, and

• can be placed in a prominent position (e.g. near “All work”) across projects by default,
  while still allowing users to customize order later.

This is especially important for large instances (e.g. CBRE Jira Cloud) where manual per-project/board configuration is not scalable and significantly impacts discoverability of the app.
